Deputy Project Coordinator

Key Responsibilities:

  • Contribute to the analysis of the Political, Humanitarian, Economic and Social Context In project area in order ensure that MSFs charter, policies and image are developed and respected concerning employees, populations, district and provincial authorities and partners.
  • Contributes to the planning, supervision, monitoring and follow-up, together with the PC, of all aspects of the projects, according to the project plan, MSF operational policy and main strategic lines.
  • Participate in the security management in the project, updating the security guidelines.
  •  Upon request of the PC, represents MSF within the project limits (local and provincial authorities, governmental and non-governmental bodies, media etc.) and negotiates collaboration agreements. Legal representation is not delegable unless legally backed up (powers of attorney, etc.)
  • Support the PC in planning and organizing project’s human resources, participate in their day-to-day management, in the induction of new staff, undertake evaluation of staff under his/her direct supervision and define training needs accordingly.
  • Participate in exploratory missions according to the PC’s indications, in order to better comprehend context, priorities, constraints and population needs.

MSF Section/Context Specific Accountabilities:

  • Under the guidance of the PC, the Deputy PC supports the PC in exploring, developing and mainstreaming fluid relations with the Provincial and federal autorities, including governmental and non-governmental bodies.
  • As per regional engagement objectives, He/she will play a crucial role in establishing an enabling operational environment in Balochistan, through:

 Engagement;

  • Strenghtening of MSF relations with the relevant autorities and partners. 
  • The position focusses its attention on the socio political developments of the various MSF health related projects and activities, including but not limited to Chaman, Quetta and DMJ.
  • In daily collaboration with the regional medical referent, epidemiologist and logisitical team  his/her focus will be centered on developing collaboration with PDMA, Health Secretariat and other government bodies and partners. 
  • To ensure transparency in the MSF engagement strategy, the deputy PC will act as focal point towards the government and maintain all daily relations with autorities, including law enforcement agencies

Support;

  • The Deputy PC should be able to provide solid gap filling for PC position as need arise in the projects (short absence of PC due leave, transition between 2 PCs, etc.)
  • Support projects in the representation / interaction with third parties at provincial level as per request
  • Support PC Supports in given project per request.
  • In close collaboration with Regional Medical Referent and the Epidemiologist, contribute to context analysis (humanitarian, social, medical and security) and updating.
  • Participate in the definition of potential MSF intevrventions in the region
  •  Act as focal point for the implementation of MSF Emergency Intervention.
  •  Ensure Re-Engagement daily management and report timely to PC
