Health Promoter Manager (IEHCP Manager)

Main Purpose:

Defining, coordinating and population monitoring all the IEC (Information, Education, Communication) Health Promotion activities in the project and promoting MSF services according to MSF principles, protocols and standards in order to increase the knowledge of the target population around their health, the support of preventive activities and the collaboration to improve the services.

Accountabilities:

  • Defining and updating the HP/IEC strategy and related activities through annual project and budget plan (objectives, target, campaigns, messages, activities, specific actions, etc.)
  •  Assessing knowledge of the target group on a health risk  and analyzing the context (local culture, traditions, habits, health perception) to adapt health activities and support the social mapping (villages, populations, actors)
  • Identifying indicators in order to monitor HP activities results and achievement and using the concrete tools to measure and follow up those activities
  • Assessing, developing and adapting IEC/HP materials according to the needs of the project. Ensuring content and format have been pre-tested with target groups in order to ensure the adequacy, relevance, full understanding of the messages
  • Leading focus-group discussions with target groups in order to ensure the adequacy, relevance, broadcasting and full awareness of the messages, ensuring they are worded in a pedagogic manner
  • Liaising with other relevant actors (national and International NGO’s , authorities) also involved in prevention activities, analyzing interventions and building cooperative relationships and advocacy, in order to enhance the influence of the campaigns and messages and to improve awareness among the targeted population
  • Ensuring regular collaboration and coordination with the MSF medical team, to guarantee that the HP is part of medical activities and contribute to the medical objectives of the project
  • Knowing protocol(s) for Gender Based Violence (GBV) and ensuring its application. Identifies possible victims of GBV and referring them to the medical team for treatment according to protocol(s)
  • Supervising the IEC/HP team and their activities, in and outside health facilities, reporting difficulties and progress as well as adapting format and content when necessary
  • Planning and supervising the HR associated processes (recruitment, training, evaluation, development and internal communication) of the IEC / HP staff of the project. This is done in close coordination with the HR department, the administration manager and project coordinator and according to MSF vision, values and procedures
  •  Ensuring that HP/IEC participates in counseling services when needed, specially including Prevention Parent to Child Transmission (PPTCT) and Voluntary Counseling and Testing (VTC)
  • Participating in the monthly reports according to guidelines (SitReps, statistical reports, etc.)
  • MSF Section/Context Specific Accountabilities :
  • Identifying gaps in the HP team competences, and facilitating/supporting the field to plan, organize and conduct relevant learning and development opportunities for HPCE staff (e.g. field exchange visits, workshops/trainings, direct mentoring)
  • Maintaining good communication between MSF sections working in Pakistan mission and other actors working in health promotion (e.g. HP Advisor / HQ)
  • Ensuring the mobilization of specific target groups for preventive health programs (e.g. nutritional screening, mass immunization campaign, etc.) and developing community mobilization strategies and activities (together with the PCs)
  • Assessing the traditions, cultural beliefs, health-seeking behaviour and explanatory models, and structuring/ adjusting the HPCE strategy according to findings
  • Assisting with identifying any contextual health risks to the communities and staff and helping prepare courses of action to reduce or to eliminate these risks
  • Identifying local stakeholders and resources (traditional leaders, TBAs, traditional healers, youth leaders, women groups etc.) and facilitate common ground understanding using community-based approach and participatory assessments
  • Helping to maintain good relationships with community leaders, affected communities in general, local authorities and other community-based stakeholders;
  • Promoting MSF social mission within the affected communities
  • Overseeing weekly and monthly health and disease surveillance system
  • Overseeing referral of patients to appropriate health services in coordination with the Medical Coordinator.
  • Participating in baseline survey design and implementation with the medical team
  • Participating in mass vaccination campaigns or distributions as needed
  • Reviewing all HPCE data collected on a monthly basis, analyzing the data and using this information to inform and adapt HPCE project activities and strategy according to findings
  • The employee may be required to comply to remote management conditions with frequent skype meetings/phone calls on daily basis, and take on other responsibilities, depending on the needs of the project, including during night duty/ the holidays

Requirements:

Education

  • Essential; Minimum Master’s Degree in social sciences, psychology, sociology, social work, public health, or related field.

Experience

  • Essential; Minimum 2 years of MSF experience in health promotion or related jobs (project coordination, social research) or equivalent experience with an INGO or other sector (e.g. hospital)
  • Experience in qualitative research is a plus

Languages             

  • English and Urdu (Essential)
  • Balochi and Pashto (Desirable)

Knowledge
