MSF-OCA is looking for a Country Water Hygiene and Sanitation Manager based in MSF-OCA Islamabad. MSF offers a competitive package including (leaves, medical coverage, training and career) and the opportunity to work for an internationally renowned humanitarian organization.

Summary of position: Conducts Assessments & Analyses the findings; Plans, Implements and Monitors / Evaluates the water, hygiene and sanitation (WHS) activities in the Pakistan Mission.

Key Responsibilities

• Provides technical support for the project WatSan officers / Supervisors in performing their day to day activities on all aspects of WHS in the Mission.

• Contributes to the development of project proposals and/or work plans.

• In collaboration with the project team, assures all (supported) health structures in the project comply with the Minimum WHS Requirements for Health Structures, both through ‘hardware’ and ‘software’ interventions according to MSF standards.

• Contributes in the designing and construction of hospital structures like laundry, kitchen, sterilization, patient wards, operation theatres, and laboratories with focus on the WatSan aspects

• Monitor and Evaluate the WHS activities in each health facilities of MSF operations, and based on the findings of the sanitary surveillance activities works on the improvements.

• In collaboration with IPC team, conducts regular sanitary surveillance for health structures and proposes adequate interventions needed for the improvement.

• Assesses the WHS needs in the project and liaises with the PC/MedCo on findings and appropriate responses.

• In collaboration with the project team, plans, implements and monitors WHS activities in accordance with the MSF WHS Policy and other applicable relevant guidelines.

• Develops & Revises the Pakistan Mission WatSan policy in consultation with the MedCo and support from the WatSan Advisor.

• Conducts and implements regular and refresher WHS trainings related to health structures, as well as community interventions, including water supply, sanitation, hazardous waste management, etc….

• Communicates the WatSan related challenges and developments with WatSan Advisor with inclusion of the MedCo

• Collaborates with the Logistics department, including tendering, contracting & implementation of WHS activities for all of the health structures supported as well as staff accommodation.

• Participates in Emergency exploratory/assessment activities within missions.

• Assesses the needs for rehabilitation of health structures (clinics and hospitals) where MSF is operational

• Assesses the needs for intervention related to the WatSan situation in IDP / Refugee camps where MSF is operational.

• Design and ensure implementation of vector control programs in order to control vector borne diseases in the contexts of MSF operations, including staff accommodation, health structures where MSF is operational, as well as IDP / refugee camps.

• Design the control mechanisms for viral hemorrhagic fevers (Cremean Congo, Dengue Fever), in collaboration with the Medical Coordinator

• In collaboration with MedCo, LogCo, and WatSan Advisor, contributes to the Mission Expired Items Policy development and revision.

• Contribute to the planning and implementation of proper disposal of expired medical items (drugs and medical supplies).

 Requirements for the position:

• Education: Minimum Bachelor degree in Civil Engineering, public health engineering or related fields.

Specialist in water & sanitation (MSF WEDEC I- II training an asset) Desirable: A relevant postgraduate degree in Civil Engineering, Public Health Engineering or related fields

• Experience: Desirable: MSF experience in a relevant field (WHS, Public Health Engineering, Health Care Waste Management, Vector Control, Hygiene Promotion, HIV/AIDS and human rights) or with an INGO or other sector (e.g. private company). Experience in management and coaching others

• Language: Good command of English and any other relevant local languages

• Competences

• Good understanding of the role and position of WHS in MSF.

• Good understanding of both ‘software’ and ‘hardware’ WHS issues

• Computer literate – MS Word and Excel

• Strong organization, assessment and analytical skills

• Ability to organize & priorities workload independently, using initiative when appropriate; pro-active, flexible and honest

• Good communication and team management skills.

• Capacity to work in a multidisciplinary and international team.

• Flexibility and adaptability to changing work situation, in case of emergencies to work longer hours, extra days and to change duty station if necessary

• Commitment to humanitarian values as outlined in the MSF Charter
