MSF-OCA is looking for a Deputy Finance Coordinator based in Balochistan (20% Quetta, 40% DMJ, 40% Chaman). Summary of position: Supporting the Finance Coordinator through delegated tasks and responsibilities, replacing him/her in his/her absence and participating in the implementation and management of finance strategies, policies, the internal control system and all financial administrative and legal issues in the mission, according to MSF protocols, standards and procedures, in order to provide accurate, transparent, timely and reliable financial information to the organization and third parties on the allocation of resources in the projects.

Key Responsibilities:

  • Will be based in Quetta Project (20%) and will be focusing on in hand support and arranging regular visits to the other two projects, Chaman (40%) and DMJ (40%)  to support the finance supervisors and budget management in the field, including providing workshops and training as necessary;
  • Supporting Finance Supervsior as Functional Manager in two projects, Chaman and DMJ, to review and give feedback for Month End Project Report in monthly basis and BKK Review and feedback including ensuring smooth finance operations for both the Chaman and DMJ Projects.
  • Coach and guide the Finance Supervisor and respective project team members on Policies and SoPs Finance, Authorization Table, and WeFin code.
  • Temporarily fill in for the Finance role in the project during leaves/holidays
  • Support Finance Cordinator during annual closure to ensure our systems are up-to-date and information provided to Islamabad Coordination Team is accurate and timely
  • Focal point for tax issues and Local Audit in two projects, Chaman and DMJ , liasing with FinCo, the latter will follow up to Tax Consultant for ad-hoc advice, regular processes such as monthly WHT or for any ad-hoc litigation issues. Keeping up to date with any changes in taxation laws applicable to NS and assiting the project HR department with the implementation of any changes in payroll for two projects, Chaman and DMJ.
  • Proposing any necessary adaptation of MSF rules to local legislation and submitting them to the FinCo for consideration
  • Responsible for preparing and submitting all finance related date to third parties as required by our MoU or other govermental purpose (e.g. PCP)  for two projects, Chaman and DMJ and liase with FinCo for requirement PCP Data.
  • Support with any contract review and follow-up in the two projects, Chaman and DMJ
  • Review and approve all PO/PL/contracts/invoices etc. up to the designated approval limit, and to ensure conformance with all applicable MSF policies and procedures in two projects, Chaman and DMJ.
  • Validation of commitments and supplier invoices for Islamabad in UniField for two projects, Chaman and DMJ.
  • Reviweing and Signing of bookkeeping hardcopies for UniField registers in two projects, Chaman and DMJ.  
  • Support the PC and FinCo in the monthly BCR process in two projects, Chaman and DMJ through the preparation, discussion and analysis budgets and dicussed PC and relevant Project Management team (PMT) in two projects.
  • Support the FinCo in the budget cycle (MYR, 8M, AP, Ad-Hoc) by assisting the preparation of the budgets on Budget Tool for two projects, Chaman and DMJ.
  • Being an active member of the Country Management Team while discussing and deciding on mission-wide issues and strategies for two projects, Chaman and DMJ.

Requirements for the position:

Education: Bachelor’s degree in accounting, finance

                    Desirable: Master’s degree in finance

Experience :

·         Essential 3 yrs experience in budget management and Accounting

·         Essential experience in Finance Accounting System (UF, ERP) and Tax Local Compliance and Audit

·       Essential experiance working with Excell (level intermédiate)

·         Desirable experience in Budget Management Tools (WeFfin, etc)

·         Desirable in MSF or other NGOs

 Language: Essential mission working language.
